The Regular Meetings of the Board of Directors of the Cherokee Metropolitan District are held 20160913_t_cherokee-district-water-board_06328-1at 6250 Palmer Park Blvd, El Paso County, Colorado on the second Tuesday of each month. Meetings with executive session on the agenda will start at 4:30p.m. with public agenda commencing at or after 5:30 p.m. If no executive session is on the agenda, then the meetings will be at 5:30 p.m. to consider such matters as may be brought before the Board.

Janet L. Cederberg, President

  • More About Janet Cederberg

    Having grown up on a farm, Janet brings to the Board a strong work ethic and a hands-on understanding of water-related issues. Director Cederberg has worked tirelessly as a Board member to stay current in water issues at the local and state level with numerous trips to the meetings of the Upper Black Squirrel Creek Groundwater Management District, attendance of the Arkansas Basin Water Forum, El Paso County Groundwater Quality Phase 2 Study Scoping Committee, Colorado Water Congress and the Statewide Basin Roundtable Conference on the Statewide Water Supply Initiative (SWASI).

    Director Cederberg has a Bachelor’s of Science degree in Business (Accounting), honesty, integrity, family values and a dedication to the Cimarron Hills Community. Director Cederberg was elected in spring of 2010 and is proud of the progress the District has made in bringing the new WWTP online, solving the crisis that developed with the infiltration basins that were not percolating water back into the alluvial aquifer, paying off $9 Million in outstanding bond debt that was costing the District hundreds of thousands per year in interest on water rights that were ordered abandoned due to late filing of legal paperwork in 2002 – 2007 time period, and the 400+% increase in water rates to Schriever Air Force Base, who had not been on water restrictions and who had not received a rate increase since 1980’s. Director Cederberg is committed to making decisions that make sound financial sense and getting new sources of reliable water into the District’s municipal system.

    Today and into the future, Janet remains committed to helping solve the issues before the District and continues to respect and hear the individual voice. She is committed to fair and equitable customer rates and remains active in the effort to settle the expensive and damaging legal rift between Cherokee and the Upper Black Squirrel Management District through solutions that benefit the customers of both districts. She has lived in Cimarron Hills for over two decades with her husband and three daughters.


Dave Mattes, Vice President

  • More About Dave Mattes

    I was born in Carroll, Iowa and moved to Colorado Springs at the age of 5.

    I graduated from Wasson in 1967. I then moved to Pueblo to go to Southern Colorado State College. There I received a Bachelor of electronic and an Engineering Technology degree.

    I met my wife 43 years ago while in Pueblo and I married 1 year later.

    We moved to Colorado Springs in 1973 and I lived in Cimarron Hills since 1975.

    I worked at Hewlett Packard and later on went to work for Agilent. After 28 years I was laid off and worked several other jobs before retiring in 2009. My wife and I have also been in the rental business for about 30 years.

    We have 3 children and 6 grandchildren who also live in Cimarron Hillls.
    I enjoy camping and 4 wheeling with my family.

  • More About Melody Helton

    I a Colorado Native, married with 4 children and 7grandchildren. I have lived in the district for over 29 years. I have served on the boards of the Cimarron Hills Fire Department, Yellow Ribbon Suicide Prevention Program, and Special Projects Committees for Colorado Fire Departments.

    Detailed logistics for large venue projects, with Yellow Ribbon Suicide Prevention Program, Colorado Fire Departments leadership Challenge. I am use to making budgets at home and for the board’s I have served.

    Over 9 yrs at Home Depot, computer room and bookkeeping supervisor.

    Keeping our Districts need for water right now and in our future is my dedication.

Larry Keleher, Director

  • More About Larry Keleher

    I was born and raised in a very small town in North Central Iowa.  As a young boy, I worked in my father’s welding and machine shop and learned the welding trade.

    I moved to Colorado Springs in 1965 and worked in the welding trade.
    In 1968 I joined the Colorado Springs Fire Department and made it my career.  I retired in 1994 as a Battalion Captain.

    My Wife and I constructed our own home in Cimarron Hills in 1976 and raised our daughter and son here.  They are both now married and still live here in Cimarron Hills and have provided us with 5 granddaughters.
